Jilly Stephens

Chief Executive Officer

Since becoming Chief Executive Officer in 2006, Jilly has overseen City Harvest’s efforts to meet the rising demand for emergency food in New York City. Jilly led the expansion of nutrition education programming and the development of community-based programming including Mobile Markets, and retail partnerships, which now collectively reach over 400,000 New Yorkers annually. Under her leadership, City Harvest opened the Cohen Community Food Rescue Center in Sunset Park, Brooklyn in 2023, a 150,000 square-foot warehouse and office facility that allows the organization to sustain food rescue operations above pre-pandemic levels.

Carlos M. Rodriguez

President

Carlos M. Rodriguez is City Harvest’s President, where he oversees the organization’s daily food rescue and delivery operations, community programming, and policy advocacy efforts. His team is also responsible for City Harvest’s disaster feeding response.

Carlos is a committed food justice executive leader, delivering transformative results for leading anti-hunger organizations. Prior to joining City Harvest, he served as CEO of Community Food Bank of New Jersey, Executive Director of Fulfill (The Food Bank of Monmouth and Ocean Counties), and Vice President of Agency Relations and Benefit Access at Food Bank for New York City.

A first-generation Latino from the South Bronx, he understands poverty and has a profound appreciation for human service impact. What began as a desire to give back to his community after college resulted in nearly 30 years of service. His team building, neighbor-centric approach impacts food security through intentional inclusion of neighbors, community, national, state, and local organizations, government officials, and philanthropy. Results include food distribution to support nearly a billion meals in the last 15 years. He has led organizations through historic growth, as well as pandemic and disaster responses.

He earned his MS in Urban Policy and Not-for-Profit Management from The New School’s Milano School of Policy, Management, and Environment; and later a Not-for-Profit accounting certificate from New York University. His BA in Sociology from the College of the Holy Cross provided foundational understanding to debunk complex systems and structures. He has provided expert testimony to Congress as well as across state legislatures to help strengthen and protect anti-hunger policies and programs. Carlos and his wife Linda enjoy traveling to explore cultures, food, and soccer with their two boys.

Gregory Boroff

Chief External Relations Officer

Gregory Boroff oversees our fundraising, marketing, communications, volunteer services and special events initiatives. Gregory returned to City Harvest 17 years after having worked here earlier in his career. Over his 25+ year career working with nonprofits, Gregory has led teams that have raised more than $960 million for organizations including Friends of Hudson River Park, amfAR, Food Bank For New York City, and Gay Men’s Health Crisis (GMHC). BizBash Magazine named Gregory one of the most innovative people in the event industry. Gregory serves on the Board of EventFluence, as a member of the Steering Committee for Allies in Action, and as a mentor for AFP-NYC. He has previously served on the Board of the Greater New York Chapter of the Association of Fundraising Professionals, as Chair of AFP’s Fundraising Day in New York, as a member of the BizBash Magazine Advisory Council, on the Board and as Program Dean of the CAE Career Enrichment Committee for the New York Society of Association Executives, and as a mentor for the Point Foundation. Gregory is a proud supporter of New Hope for Cambodian Children. In 2025, AFP recognized Gregory with the esteemed Ralph E. Chamberlain Lifetime Achievement Award for his leadership, dedication, and impact.

Karrien Francis

Chief Human Resources and Diversity Officer

Karrien Francis leads City Harvest’s Human Resources department, guiding the organization’s work to manage and develop our dedicated staff in support of our mission. She focuses on our culture, employee engagement, diversity, equity and inclusion, and performance management, among other initiatives. Prior to joining City Harvest, Karrien served as the Director of Talent and Organizational Performance for Northwell Health. She began her career at Long Island University, and has worked at Target as the Senior Executive Team Leader for the New York tristate area, and Director of HR at the Jewish Child Care Association. She received the Corporate & Social Responsibility Award for Diversity from City & State of NY in 2017.

Justin Nardilla

Chief Financial Officer

Justin Nardilla is the Chief Financial Officer of City Harvest, where he manages and safeguards the organization’s assets and oversees financial, facilities, and risk management functions. A finance and accounting professional with a background in internal controls and maximizing resources, Justin has devoted most of his career to the human services sector. Prior to joining City Harvest, he oversaw periods of significant growth at CAMBA, which offers holistic services to help New Yorkers become self-sufficient, and HeartShare, which supports New Yorkers with disabilities. A lifelong New Yorker, Justin currently lives in Staten Island with his family.

Julia Foster

Vice President, Marketing and Communications

Julia Foster leads City Harvest’s Marketing & Communications team, overseeing brand marketing, advertising, digital, and press to position the organization as a leader in the anti-hunger movement and raise awareness of our work locally and nationally. A native New Yorker, Julia joined City Harvest in 2013 after serving as the Director of Marketing & Communications at the French Institute Alliance Française (FIAF). Prior to that, she worked in marketing at a variety of consumer facing brands, such as Next Jump, Plum TV, SpaFinder, and Organic Style Magazine.

Michael Fowles

Vice President, Supply Chain

Michael Fowles manages City Harvest’s logistics and supply chain, helping guide millions of pounds of food from national and local donors to hundreds of food pantries, soup kitchens, Mobile Markets, and community partners throughout New York City. Prior to joining City Harvest, Michael served as Director of Distribution at Duane Reade/Walgreens, managing real estate, material handling equipment, technology and transportation and launching the city’s largest private electric truck fleet. He also oversaw logistics and supply chain operations at Foodhandler in Melville, NY and Microflex in Reno, Nev. Michael earned his undergraduate degree from the United States Merchant Marine Academy and his MBA from University of Nevada, Reno.

Sarah Reul

Vice President, Development

Sarah Reul leads City Harvest’s Development team, driving annual fundraising strategy and overseeing all revenue-generating teams including Business Partnerships, Institutional Partnerships, Individual and Major Giving, and Direct Response, as well as External Relations Operations. Sarah joined City Harvest in 2023 after serving as a Vice President at CCS Fundraising, a consulting firm that supports nonprofits in achieving their mission-driven goals. Prior to that, she was a Teach for America Corps Member. Sarah holds an Master’s degree in Business Administration from NYU Stern School of Business and a Master’s degree in Education from Relay Graduate School of Education, as well as a Bachelor’s Degree in Government and Anthropology from Franklin and Marshall College.

Rosanna Robbins

Vice President of Programs and Operations

Rosanna Robbins has nearly 25 years of experience developing and implementing programs to improve access to nutritious, affordable foods. As the Vice President of Programs and Operations at City Harvest, Rosanna oversees the distribution of over 75 million pounds of food annually across a network of partners. Rosanna’s team also provides financial investments in these partners, access to grant opportunities, regular training and technical assistance. In addition, Rosanna’s team provides free, hands-on nutrition and culinary education, so that New Yorkers have the skills, confidence, and knowledge to cook with the free produce they receive from City Harvest.

Prior to working at City Harvest, Rosanna closely partnered with the NYC Department of Education to introduce more plant-based meals into the school lunch program. She has served as an adjunct lecturer at Lehman College and Brooklyn College. Rosanna has been named to Hunter College’s 40 under 40 list of Rising Stars in NYC Food Policy and served on the board of the Healthy Food Retail Action Network, and as a chair of the New York City Nutrition Education Network (NYCNEN). She earned a Master of Science in Human Nutrition at Columbia University and a Master of Education in Community Nutrition Education from Teachers College, Columbia University. Rosanna enjoys cooking, baking, and spending time with her husband and two sons.

Bronwen Stine

Vice President, Technology and Business Intelligence

Bronwen Stine leads the Information Technology and Business Intelligence teams at City Harvest. Under Bronwen’s leadership, these teams ensure that the systems helping drive City Harvest’s mission are secure, accurate, robust, and innovative. Prior to joining City Harvest, Bronwen served as CIO and CISO for CUNY’s School of Professional Studies where she helped steer the college through the COVID-19 pandemic. A long-term technology leader in the performing arts, Bronwen served on the Board of Directors for CIO Arts from 2014 through 2019. She has a lifelong passion for food sustainability and food policy, having grown up working on her family’s rainbow trout and grassfed beef farms.

Julianna Harder

Chief of Staff

Julianna Harder serves as City Harvest’s Chief of Staff, playing a pivotal role in advancing operational excellence and sustainable impact. With a robust background in project management and executive support, Julianna leads the implementation of the organization’s five-year strategic plan, drives partnership initiatives, and optimizes internal projects for enhanced efficiency and sustainable outcomes. Collaborating closely with the Chief Executive Officer, Julianna contributes to strategy development and ensures alignment with organizational goals. With a focus on project management, she spearheads key initiatives, ensuring progress towards set benchmarks and fostering collaboration across teams. Julianna brings a keen eye for detail and a passion for driving results. She is committed to upholding City Harvest’s values of integrity, accountability, and compassion in everything the organization does. She holds a Bachelor’s Degree in International Business and Marketing from the State University of NY at New Paltz.
